I think Holmes beats everybody other than Louis and Tyson (he'd lose to Tyson more times in 10 than he'd beat him).
I think Tyson beats everybody other than Ali and Foreman.
I think Ali beats everybody other than Louis and Holmes.
I put Holmes over Tyson because I think Holmes would beat most other top guys more convincingly/impressively, Tyson over Ali and Liston over Foreman for similar reasons.
You could have one guy at the top who would beat most of the other top guys, yet that same guy would lose to one of the guys at the bottom due to a styles handicap.
Say a guy like Ken Norton, he would be low on everybodies list as he would lose to most of the top guys, especially the big punches like Liston, Foreman, Tyson etc. The big punchers would almost certainly lose to Muhammad Ali and maybe a prime Holmes, yet Norton would be able to give both of them hell and even beat them under the right circumstances.

That's a crappy list. Charles shouldn't be on the list. Also Frazier and Holyfield are too high and Foreman and Tyson are too low.
