Technically, to be fully covered it is wise to have a passbook, depends on your gym if they play by the rules. According to the the USA Boxing comission you have to have a license even to spar.
When should you start sparring? It all depends on you and your coach. If you take your training seriously and have any respect for the sport, you'd wait and train before sparring.
That's all on you. If you keep badgering your coach to put you in and *****, you might just end up being a punching bag. But like i said, it's all on you. Fighting is one thing, but boxing is another.

you dont need a boxxing license in my gym to spar. I spar'd my first day there well kinda i did body with someone that had been there longer and the first day he asked me if i was trying to fight and gave me some paper that has to get signed in order to compete you only have to get a physical pay $30 and have it signed by a guardian

Most places you don't any liscence to spar. You do need to sign like a waiver saying the gym isn't repsonsible if you get hurt though. That's the case in my gym but it's up to the trainers to pair you up with someone on your level or at least at a level where your not going to get hurt.
I always train my guys for a while and when they get the basics down I work light sparring outside of the ring first. We do what is called 3 for 3. It's a drill where you have light contact but you throw a 3 punch combo and the other person blocks or avoids the punch. Then as soon as the combo is over, the other fighter returns with his/her 3 punch combo.
From there I move into light sparring with full headgear and 16-18 oz gloves. Sometimes to the body only, then after the fighter is more advanced, then we can do full hard sparring.
It's something you want to ease into because you could get seriously hurt. I have seen people get knocked out cold and get serious concussions when sparring against someone who is far above their level.

it all depends on what your trainer and yourself. There are people who go in the gym regularly and pick on stuff quickly and are sparring in a month or 2. Others take longer. One thing about sparring, dont think its going to be the same as hitting the bags.
