Bail reform has happened in many states- changing bail from a money based system to one based on risk.

Imo this had merit because many times the very worst offenders are let out because they can pay.

For example-the drug kingpins can easily make bail even if its millions while the addicts and low level dealers stay incarcerated because they are poor.

It hasn't worked out well in NYC, its really been bad there. The worst offenders should just get no bail, easy fix.
