It's bad. Make under ground shelters so people wont have to see it, and the homeless will be protected from themselves, others, and committing crimes. The under ground shelters will prove warmth too.

The alternative is seeing them on the street ... like San Francisco.

They need to set up camps away from cities and suburbs. Put them all on buses, if they won't go, they go to jail. At the camps you can have medical personnel to screen them. Detox and rehab for the addicts and mental health care for the psychotics. Obviously if it's a true homeless family or single mom provide them something better like a hotel accommodation that they are making for illegals at $400 per night. We roll out the red carpet for third world illegals while letting our own citizens rot on the streets and infest our quality of life.
