I haven't been there in long while but my dad says around Toluca De Lerdo it's more calmed. My whole dad's family lives there and they say the same thing.

From what I remember it's a very beautiful place to live in. I don't know the cost of living though.

well can i ask how much you have to spend on your apartment some good safe places in mexico city are la condesa(rich) ciudad satelite(americanized they even celebrate 4th of july) so it depends on how much you have but in mexico city doesnt really matter where you live the subway gets you anywhere fast!

Let me be the first one to actually answer your question seriously. I'll first tell you about where I live. Guadalajara.

What's the cost of living like?
The cost will depend on the area you live. I live very close to the downtown area, it's an old nighborhood but being so close to those atractive places downtown is rent is a bit expensive. Mine is 3500 a month for a 4 room house.
Around 40 minutes away it should be a lot less.
Packaged food and brand items cost the same as in the U.S.
The internet service is crap and expensive compared to other places. You can get 5mbps for around 350 -400 pesos a month.

What are the gyms like, how much do good ones cost etc?

You can go to any type of gyms there are small gyms that cost around 400 a month and there are the big franchise gyms with everything available. Those I have no idea what the cost are like. If you mean boxing gyms there are always some whilling to give a chance and not many are expensive.

How much for a nice apartment?
A nice apartment here should be around 2k pesos a month with utilities maybe cable too depending on area. Maybe a bit less. Remember it will depend on the area.

Nicest places to live in Mexico?
The lower you go the better, I've been in the northern parts of Mexico and eventhough I didn't experience anything, I wouldn't move there.
I say Puebla, my town, Mexico city is a hectic city full of people but I like it I would move there if I had a secured job there since it's a very expensive place. Like in every big city you have to know where not to go, this applies to evey big city in the world not just Mexico. Queretaro is a nice clean city. Guanajuato seems calm but I'm not too sure since I have never been there for more than just a few days. Mexico the state is a bit dull but you can move south to a place like Tlanepantla which is like 20 minutes away from mexico city.

If you are serious about moving, you have to do a lot more research and like in every other place, having a roomeate that you trust makes the whole thing a lot easier.
