The Cruiserweight division was created around the late 1970's when heavyweight boxers were weighing more than they did in the past, and it was seen as unfair that fighters weighing 190lbs would have to face heavies weighing 220lbs. However, notable cruiserweights like Evander Holyfield, and David Haye add weight and move on to heavyweight anyway, so my question is, is the cruiserweight division really necessary and has it partly led to the demise of talent in the heavyweight division?

Yes, as the size difference between 175 lb light heavyweights and giant heavyweights grew larger and larger, a middle ground was needed between the largest gap in weight in all of the boxing weight classes.

In fact, I think another weight class addition may be needed as heavyweights get even bigger.
Light Heavyweight: 175
Cruiserweight: 190
Heavyweight: 191-225 (for guys too big to be cruisers but too small to compete w/ giants)
Super Heavyweight 226-unlimited

Also for Cruserweights, I'm not sure we trully need this division. The good Cruisers are moving at Heavy or Lt Heavy anyway.

I think the division is fine. You've used 2 Cruiserweights as an example, how many featherweights have stepped up to super feather etc.
It's not a very deep division, but I think it serves it's purpose more than what a Super heavyweight division would.
