Where is the proof of this. I can just as easily show proof that Wills claims Dempsey was ducking him.

I don't believe there was that kind of a push for the Wills - Dempsey fight in 1920, (but maybe after the Fulton fight there was, but that was in July and the Web page says March 1920, having gotten the month correct.) Also the offer of $350,000 seems quite high for 1920. Dempsey only pulled down $125,000 for Brennan in '20 -- It wasn't until after the Carpentier fight that the $300,000 plus offers started to appear. (Dempsey got $300,000 for Carpentier and it became the new starting point.)
